These generic NPCs are meant as Threats of the Galaxy–style drag-and-drop NPCs. We use them as cannon fodder, impromptu gang members, and any other time we need to quickly through a few statted individuals at the player characters.

These common thugs might be found drinking in a cantina, serving as hangers-on for low-level criminals, or bullying their way through the city streets of some undercity. While they are something of a threat to heroes, they aren’t nearly as dangerous as the thugs in Threats of the Galaxy. You can easily make them more of a threat by upgrading their weapons to vibro-axes and blaster pistols.
